Rollover scenarios in Europe

Rollover accidents seem to be a rising problem in Europe and therefore the systematic of this accident scenario should be investigated. Based on statistical investigations on major European accident databases for different countries a series of 73 real world rollover accidents was analysed. These cases were reconstructed using PC-Crash and preliminary categorised using a modified USbased rollover classification. In a first step, the rollover events were reconstructed from the point of conflict to the vehicle- rest position. The vehicles kinematics as well as its linear and rotational velocities were derived. In a second step typical velocity characteristics as well as kinematics were identified and the events categorised according to these criteria. Based on these results four main categories were defined, covering all reconstructed accidents. This categorisation was based on mechanical parameters (rotatory and translator kinematical data of the vehicle). Significant differences can be seen for different scenarios for the "first phase of rollover".
This paper describes the methodology of In-Depth Investigation in Germany on the example of GIDAS (German In-Depth Accident Study). Since 1999 in Germany a joint project between FAT (Forschungsvereinigung Automobiltechnik or Automotive Industry Research Association) and BASt (Bundesanstalt für Straßenwesen or the Federal Road Research Institute) is being carried out in Hannover and Dresden. The methodology of this project is based on a statistically orientated procedure of data sampling (sampling plan, weighting factors). The paper describes the possibilities of such in-depth investigation on the results of the offered title. The accident cases were collected randomly within GIDAS at Hannover. There are more cases existing from previous investigation started in 1985 under the same methodology. The portion of rollovers can be established at 3.7% of all accidents with casualties in the year 2000. For the study 434 cases of car accidents with rollovers are used for a detail comprehensive analysis. The accidents happened in the years 1994 to 2000 in the Hannover area. The injury distribution will report about 741 occupants with rollover accident event. The presented paper will give an overview of the accident situations following in rollover movements of cars. The distributions of injury frequencies, injury severity AIS for the whole body and for the body regions of occupants will be presented and compared to technical details like the impact speed and the deformation pattern. The speed of the car was determined at the point of rollover and on the point of accident initiency. The characteristics of the kinematics followed in a rollover movement are analyzed and the major defined types of rollover will be shown in the paper. The paper will describe the possibilities of In-Depth Investigation methods for the approach of finding countermeasures on the example of car accidents with rollover and explaining the biomechanics of injuries in rollover movements.
This paper set out to examine the possibilities for injury avoidance implications for older drivers in crashes, based on crash and injury patterns among older drivers and current trends in ageing in most western societies. A number of safety technologies were identified and discussed which have potential for improving vehicle older driver crash avoidance and crashworthiness. While there were some promising estimates available of the likely benefits of this technology for improving safety, it is evident that they need to be confirmed for older drivers, given their age-related disabilities and sensory limitations. Further research is urgently required to ensure that these technologies yield safety benefits without any disbenefits for older drivers.rn
Nowadays airbags are part of the standard equipment in almost all new cars. While airbags are saving an increasing number of people from severe injuries and death in moderate and high speed crashes, they do not completely prevent dashboard injuries. The most common mechanism in dashboard injuries is a posteriorly directed force to the proximal tibia with the knee flexed. This may occur during a motor vehicle frontal impact accident when a knee of the driver or the front-seat passenger strikes the dashboard. The posterior force can be combined with a abducting or rotational force leading to concomitant lateral or posterolateral injury. Car and airbag manufacturers therefore develop special inflatable systems to reduce the impact force in dashboard injuries. Every new inflatable system, however, has to be evaluated in out of position situations in which the system might cause injuries to certain body areas. Therefore, we investigated a new kneebag system in different critical seating positions of post mortem test subjects (PMTS). The tested knee airbag module is a folded airbag (18 litre volume) which is installed below the lower section of the instrument panel of a passenger car. Using four PMTS (2 male, 2 female, age 36"67) the following positions were tested: normal seating position, knee flexed >90 degrees and knee flexed <60 degrees in static deployment tests with direct contact. In addition a dynamic test (48.8kph, AAMA-pulse) was carried out with the PMTS belted in a normal seating position. The inflation phase and the impact of the system on the knee/lower leg were analysed by high speed videos. After the test the lower legs of the PMTS were examined by Xray and autopsy. All soft tissue injuries and bone fractures were recorded. All the tests could be evaluated. Except some superficial skin lesions in the impact area no fracture of the bones around the knee and no knee ligament and tendon injuries were observed. Neither video analysis nor autopsy of the PMTS showed any critical contact injuries caused by the inflation process of the bag. Therefore, it can be concluded that in the tested seating positions which are the most critical for the knee area the knee bag system is safe.
This paper reviews briefly the evolution of the investigation of transport accidents from the early beginnings when individual events were studied but systematic data was not collected. In the transport modes other than on the roads, accident investigation early on, even of single events, was important in introducing safety improvements. Road accidents, however, evolved enormously with the growth of car ownership without any comparable political response to the consequent deaths and injuries, equivalent to what happened with the other modes. From the 1950s data bases started to contribute to our knowledge of the epidemiology of road traffic injuries, and in-depth sample studies have contributed much to the body of knowledge in the last 30 years. However, even the basic input and output variables of a crash, its severity and the seriousness of the outcomes in terms of injuries and their consequences are not complete or agreed upon. Issues of experimental design and sampling are discussed. It is proposed that the most important area for current research to address is the effect of population variations on injury outcomes. The need for the establishment of good data bases for active safety issues is emphasised with the consequent need for better links between the research community and the police.
Traffic accidents were ranked the third among the major causes of death in Thailand. About 13,438 deaths and the death rate from traffic accident was 21.5 per 100,000 of population in 2002. The deaths and death rate varied upon the economic situation. After the economic crisis, traffic accidents were increased as well as the period of the bubble economy. In the Central region of Thailand numbers of road traffic crashes were lower than Bangkok Metropolis, but the highest in the number of deaths, death rate and serious injuries in 2002. Men aged 15"29 years old had higher numbers of deaths than men in other age groups and higher than women. Deaths and injuries from road traffic crashes were the highest in April and January, because there was a long weekend in those months. About 80 percent of road traffic crashes were caused by private car and motorcycle. In 2000 about 51 percent of traffic accidents took place on the straight way, followed by the junction and curves. In 2002, about 97 percent of road traffic crashes were caused by human factors including improper passing, speeding and disregarding to traffic signal, however, the identification of causes of traffic accident needed to improve. Drunk driving, disregarding on safety equipment usage, inefficiency of law enforcement and discontinuing of road safety programs were the deepest causes of traffic accidents. Research based information, a broad coalition of stakeholder and urban planning policy were needed to incorporate for a comprehensive road safety policy formulation and actions.
Pelvic fracture, cracking or breaking of a portion of the pelvis are extremely common injuries in the side impact collisions of motor vehicles. Due to both its shape and structural architecture, mechanics of the pelvic bone is complicated. There is a lack of knowledge regarding the dynamic behavior of the pelvis and its biomechanical tolerance under impact environment. Hence this study is aimed at the understanding of the mechanical response of the human pelvis with three-dimensional finite element (FE) models, under side impact load, applied through a structure, equivalent to a car door. The door structure was modeled, considering few layers, consisting of foam (Styrodur®, 3035 CS), plastic (UHMWPE), steel, glass and steel, putting them in series. A soft tissue layer (equivalent to fat) was also considered on the greater trochanter location. These FE models (with and without the car door structure) were analyzed with ANSYS-LS-DYNA-® dynamic finite element software to compare the effect of the car door padding system for shock absorption. It was observed that with proper combination of shock absorbing material (foam, etc.) and its thickness, the transmission of impact load to the body part (pelvis, etc.) from the outer surface of the car door could be reduced.
This report gives an overview of pedestrian accidents on Japanese roads. Database used for the analysis is national traffic accident data based on police reports. Relevant measures and background information ranging from vehicle safety, engineering and education are briefly reviewed, and area for further improvement is discussed.rn
Road safety is a major preoccupation of the European Commission and the road transport industry and depends on numerous significant factors. In order to improve road safety and to plan effective safety improvement actions for truck transport, we must first identify the problems to be addressed, i.e. what are the main causes of truck accidents. The ETAC project, initiated by the European Commission and the IRU, was launched in order to set up a heavy goods vehicle accident causation study across European countries to identify future actions which could contribute to the improvement of road safety. The results will be based on a detailed analysis of truck accident data collected in seven European countries according to a common methodology which has been elaborated through numerous national and European projects. This paper describes the common methodology used to collect the information on the scene of the accident and to analyse the data so that the reconstruction of the crash events may be carried out. CEESAR proposes a methodology using its experience gained from over 10 years of accident data collection. This methodology is based on an in-depth investigation of the parameters involved in-an accident and linked to the driver, the vehicle, the road and their environment. In-depth investigation requires accident investigator presence on the scene of the accident in order to collect volatile information such as marks on the road, weather conditions, visibility, state and equipment of the vehicle, driver interview. Later, passive and active information is gathered, either at the hospital for the driver, at the garage for the vehicle or on the spot for the road geometry. A reconstruction carried out with the help of specific software and the analysis of the data collected and calculated enables the identification of the main causes of the accident and the future actions to plan in order to improve road safety as regards truck traffic.
Motorcycle riders are one of the most vulnerable road users. Annually, on estimate 6000 people are killed in motorcycle accidents in the former 15 EU countries. The objective of this research was to investigate and analyze the main aspects and causes of this vulnerability and the accidents in general. For this aim around 70 accidents in The Netherlands were investigated in the framework of an international research program (MAIDS). Also a control group of motorcycles with riders was investigated so that exposure could be taken into account. An important result is that human failure is in 82% of the cases the main cause of the accident, in 52% this is due the other vehicle driver. Perception and decision failures are the most common failures. The most injuries are caused by the environment but they are typically only less severe (AIS1). Injuries caused by the car (front and side) are typically severe injuries (AIS4+). Previous convictions of the MC rider seem to be related to the chance to get involved in an accident. It was shown that the Dutch and the total MAIDS accident sample are comparable.
Nigeria ranks one of the highest countries in the world with the largest accident, especially when measured by whiplash associated disorders, whereas, traffic safety education rate, data and information been widely known as preventive indicators have been grossly neglected. In Nigeria, traffic safety enlightenment, awareness, political understanding and appreciation of the problem's magnitude are lacking. This study, therefore, seeks to understand and document the fact that accident causation factors in Nigeria relate more to the problem of development, poverty, knowledge and education as evidenced in most other developing countries. Among the primary accident causation factors on Nigerian roads are: - lack of a transportation system or multi-model integration - sub-standard and obsolete vehicles and road furniture - poor road maintenance, investment and engineering management - paucity of road users' and drivers' knowledge, skill, enlightenment and education of the road Use This paper submits that Nigeria being a developing nation requires purely primitive strategies being cost effective (health wise) than curative measures. It is in this light that an enduring, comprehensive and sustainable traffic safety educational programmes information base and data inventory, analysis and implementations form the focus of this study. This effort will provide basic guidelines framework and implementation procedure for a successful prevention of whiplash associated disorder resulting from road traffic crashes in Nigeria and other parts of the world.
Portugal has the highest rate of road fatalities in Europe (2002 and for Eur-15 - CARE database). For this highest rate, the accidents involving pedestrians and motorcycle occupants have a higher contribution than the European average. In the last years, especially accidents involving motorcycles have been investigated and currently two different projects are being carried out, one related with motorcycles accidents and the other with pedestrian accidents. In these projects, countermeasures among others to reduce the fatalities between these two types of road users are being studied. These accidents are investigated with the commercial accident reconstruction software PCCRASH but also new methodologies based on multibody dynamics are in development in order to more accurately study these two types of accidents. In this paper, the methodologies in use for accident reconstruction and new methodologies in development are presented. Speeding his found to be one of the major causes of road fatalities for pedestrians and motorcycle occupants. In the case of motorcycle accidents, these involve mainly young drivers. Aspects as social behavior are also important to understand the causes of some of these accidents. Some examples of accidents occurring in Portugal, involving especially motorcycles and pedestrians are presented and discussed.
This contribution introduces a number of psychological methods of analysis that are based on the practice-oriented collection of information directly at the site of an accident and that allow for an analysis and coding of the accident causes. Investigation examples and examples of the data combinations with basic medical and technical data are outlined. Objective of the collection is the inter-disciplinary investigation of human factors in the causes of accidents ("human-factor-analysis"). The psychological data are incorporated according to an integrative model for accident causes based on empiric algorithms in the data base of the accident research, where the clustered evaluation potential of comprehensive factors of the accident development can be illustrated. The central theoretical concept for the basic model of the progress of the accident from a psychological point of view comprises psychological indicators for the evaluation of the site of the accident for the analysis of the perception conditions as well as a classification of the gleaned data into the accident progress model according to chronological and local criteria. Perception conditions, action intentions and executions as well as conditions limiting perception and actions are acquired, using a questionnaire for persons involved in an accident, and are also integrated into the data structure concerning weighted feature characteristics as well as combined with other relevant features. Suitable systematization tools for the collection and coding of psychological accident development parameters have to be provided, which require primarily a model image of the corresponding processes from the persons involved in the accident (perceptions, expectations, decisions, actions). The interactive accident model contains components of the models by KÜTING 1990, MC DONALD 1972, SURREY 1969 and RASMUSSEN 1980. Based on the inter-action of the three partial systems "person", "vehicle" and "environment", the first step is the assessment of the situation by the persons involved in the accident. This is dependent on the personal attitudes and motives, on experiences and expectations concerning the progress of the situation. Subsequently, data concerning the manner of the coping with the ambiguous state as well as with the instable state (emergency reaction immediately before the accident occurs) are collected. The factors relating to the persons involved in the accident are gathered on several levels using corresponding questionnaires. The coding of the found and collected characteristics is conducted in a multidimensional evaluation relating to the technical results of the accident reconstruction and of the psychological classification, which are subsequently integrated in coded form into the data base of the accident research. The result of this analysis is a description of the development of the accident depicted on a chronological vector from a perception and decision theoretical perspective. This is explained in detail using exemplary cases.
In order to improve the protection of children transported in cars, within the CHILD programme (GR3D-CT2002-00791) real world road accidents are thoroughly analysed and then reconstructed in laboratory. Prior to comparing injury severities of real victims to physical parameter values measured on the dummies, the quality of the reconstructions is evaluated by experts who use their experience based on the investigation of numerous and various accidents. This paper presents a new tool aiming at better evaluating and validating accident reconstructions. It is based on statistical evaluation of vehicle deformations which gives weighing factors for every part of the car body structure finally leading to a specific Reconstruction Quality Score (RQS indicator). Furthermore, the reliability of this score, depending on the number of measured points, can be established. This tool includes a function aiming at adjusting the speed for a further reconstruction and at defining the launching speed and the pulse shape for complementary sled tests. Finally, the functions of the RQS software and database are presented.
Detailed investigations and reconstructions of real accidents involving vulnerable road users

The aim of this research is to improve knowledge about vulnerable road users accidents and more specifically pedestrians or cyclists. This work has been based on a complete analysis of real accidents. From accidents chosen from an in-depth multidisciplinary investigation (psychology, technical, medical), we have tried to identify the configuration of the impact: car speed, pedestrian or cyclist orientations. Then, we have made a numerical modelling of the same configuration with a multibody software. In particular, we have reproduced the anthropometry of the victim and the front shape of the car. A first simulation has been performed on this starting configuration. Next, effects of some parameters such as car velocity or victim position at impact have been numerically studied in order to find the best correlations with all indications produced by the in-depth analysis. Finally, the retained configuration was close to the presumed real accident conditions because it reproduces in particular the same impact points on the car, the same injuries, and is according to the driver statement. This double approach associating an in-depth accident analysis and a numerical simulation has been applied on pedestrian-to-car and bicyclist-tocar accidents. It has allowed us to better understand the real kinematics of such impacts. Even if this method is based on a case to case study, it underlines which parameters are relevant on a vulnerable road user accident investigation and reconstruction.
Because of actual developments and the continuous increase in the field of drive assistant systems, representative and detailed investigations of accident databases are necessary. This lecture describes the possibility to estimate the potential of primary and secondary safety measures by means of a computerized case by case analysis. Single primary or secondary safety measures as well as a combination of both are presented. The method is exemplarily shown for the primary safety measure "Brake Assist" in pedestrian accidents. Regarding accident prevention only the primary safety measure is determined.
The improvement of passive car security devices led to a reduction of injuries, especially of the head, the neck and the torso mainly due to the airbag function. The passenger's foot and ankle could not profit from this development. Some investigators even reported a progression of leg injuries (1). In this study, we investigated a current collective of patients with foot and ankle fractures or severe soft tissue injuries in relation with defined crash parameters. Special interest was paid to the car's footwell.
Data concerning accidents involving personal injury which have been collected in the context of in-depth investigations on scene in the Hannover area since 1973 and in the Dresden area since 1999 represent an important basis for empirical traffic safety research. At national and international level various analyses and comparisons are carried out on the basis of "in-depth data" from the above mentioned investigations. In-depth data play a decisive role e.g. within the validation of EuroNCAP results on secondary safety (crashworthiness) of individual passenger car models. Thus, statistically sound methods of data analysis and population parameter estimation are of high importance. Since the 1st of August 1984 the "in-depth investigations on scene" in the Hannover area have been carried out according to a sampling plan developed by HAUTZINGER in the context of a research project on behalf of BASt. In the meantime a second region of in-depth investigation on scene was added with surveys in Dresden and the surrounding area. Internationally, the acronym GIDAS (German In-Depth Accident Study) is commonly used for the two above mentioned surveys. The objective of a current research project (topic of this contribution) is, among other things, to examine and adjust the previous weighting and expansion method for the two regional accident investigations to the current general conditions.
In-depth road traffic accident research in Spain is a fairly recent activity. In the past, only accident data that had been retrospectively processed by the national and regional traffic police forces was available. In 1999 Applus+IDIADA set up a permanent accident research unit to carry out indepth analysis of road accidents in Spain. Since then accidents involving cars, motorcycles, coaches and vulnerable road users have been thoroughly studied. The Applus+IDIADA accident research team has carried out work for the various traffic polices in Spain and it is currently involved in several research projects in which accidentology is one of the main tasks. The working methodology of the team is presented in the first part of the paper. In the framework of the European research project "Rollover" (GRD2-2001-50086), Applus+IDIADA has collected data, inspected scenarios and performed virtual reconstructions of twenty-six of the total seventy-six rollover accidents studied. The second half of the paper describes how these accident investigations were used to develop a test procedure for identifying possible improvements to the vehicle structure which augment occupant protection in a rollover scenario. In particular, a proposal for a new drop test for rollover assessment is presented. The cases were analysed for severity, in terms of injury to the occupants and damage to the vehicle, and taking into account whether a seatbelt was worn or not. The worst possible cases were identified as those that had severe occupant injuries and sizable damage to the occupant compartment when seatbelts had been worn. The most severe cases were then analysed further for impact position (roll and pitch angles) and the impact velocity. With these parameters taken into account, the most representative combinations could be found. This resulted in a series of configurations for possible drop tests. The results of the tests indicate where passenger vehicle structures need to be improved in order to increase occupant safety in the event of a rollover crash.
Sedan type vehicles in which adult rear seat passengers were present and which were involved in frontal collisions were investigated, and the influence of unbelted rear seat passengers on the injuries of front seat occupants was studied. Unbelted rear seat passengers move forward during impact. It was observed that there were not only cases in which front seat occupants sustained injuries caused by direct contact with rear seat passengers, but also cases where front seat occupants received severe injuries due to additional force from rear seat passengers, either impacting directly or indirectly as a result of deformation of the front seat. Severe injuries of front seat occupants were observed in the latter cases. This research validates the importance of seat-belt use for rear seat passengers, not only to protect themselves but also to mitigate injuries of front seat occupants.
Interaction of road environment, vehicle and human factors in the causation of pedestrian accidents

The UK On-the-Spot project (OTS) completed over 1500 in-depth investigations of road accidents during 2000-2003 and is continuing for a further 3 years. Cases were sampled from two regions of England using rotating shifts to cover all days of the week and all hours of the day and night. Research teams were dispatched to accidents notified to police during the shifts; arrival time to the scene of the accident was generally less than 20 minutes. The methodology of OTS includes sophisticated systems for describing accident causation and the interaction of road, vehicle and human factors. The purpose of this paper is to describe and illustrate these systems by reference to pedestrian accidents. This type of analysis is intended to provide an insight into how and why pedestrian accidents occur in order to assist the development of effective road, vehicle and behavioural countermeasures.
76 severe traffic accidents had been investigated in depth in an ongoing Volkswagen-Tongji University joint accident research project in JiaDing district, Shanghai, PR China since June 2005. With a methodology similar to German accident research units in Dresden and Hannover, a research team proceeds to the scene immediately after the incident to investigate and collect various data on environment, accident occurrence, vehicle state and deformations as well as injuries. The data combined with the results of accident reconstruction will be stored in a database for further statistical and casuistic analysis. The first outcome of the project supports the hypothesis that a main causation for the large number of traffic accidents in China is the lacking of risk awareness in Chinese driver behaviour. Low seat-belt use and the high proportion of vulnerable and poorly protected two-wheelers in traffic are reasons for the high injury and fatality rate in China. The research work shows that accident research in China is feasible and able to give support to tackle one of the urging problems in Chinese development.
The "Seven Steps Method" is an analysis and classification system, which describes the human participation factors and their causes in the temporal sequence (from the perceptibility to concrete action errors) taking into consideration the logical sequence of individual basic functions. By means of the "seven steps" it is possible to describe the relevant human causes of accidents from persons involved in the accident in an economic way with a sufficient degree of exactitude, because the causes can be further differentiated in their value (e.g. diversion as external diversion with regard to impact due to surroundings) and their sub values (e.g. external diversion with regard to impact due to surroundings in the shape of a "capture" of the perception by a prominent object of the traffic environment). Theoretically it is possible that one or more causing moments can be assigned to a person involved in an accident in each of the "seven steps"; however it is also possible to sufficiently clarify the cause in only one level (examples for this are described). In the practice of accident investigation at the site of the accident, the sequence chart is also relevant. With its assistance the questioning of the people involved in an accident can be accomplished in a structured way by assigning a set of questions to each step.
Since the compulsory use of child restraints for children up to 5 years of age was introduced in 2000, restraint use among younger children has increased significantly. However, the observed rate of child restraint use plateaus at around 50%, and apparently little spillover effect has been found for older children who are not covered by the law. This report examines the restraint use patterns for children who were injured in cars in relation to driver and child passenger characteristics. Univariate and multivariate analyses were conducted to describe the association between the outcome measure (the proper use of restraints for children) and relevant variables. Better ways for parents and caregivers to improve the use of restraints for children are also discussed.
The incidence and treatment of sternal fractures among traffic accidents are of increasing importance to ensure best possible outcomes. Analysis of technical indicators of the collision, preclinical and clinical data of patients with sterna fractures from 1985-2004 among 42,055 injured patients were assessed by an Accident Research Unit. Two time groups were categorized: 1985-1994 (A) vs. 1995-2004 (B). 267/42,055 patients (0.64%) suffered a sterna fracture. Regarding the vehicle type, the majority occurred after car accidents in 0.81% (251/31,183 pts), followed by 0.19% (5/2,633pts) driving motorbike, and 0.11% (4/3,258pts) driving a truck. 91% wore a safety belt. Only 13% of all passengers suffering a sternal fracture had an airbag on board (33/255 car/trucks), with an airbag malfunction in 18%. The steering column was deformed in 39%, the steering wheel in 36%. Cars in the recent years were significantly older (7.67-±5 years (B) vs. 5.88-±5 years (A), p=0.003). Cervical spine injuries are frequent (23% vs. 22%), followed by multiple rib fractures (14% vs. 12%) and lung injuries (12% vs. 11%). We found 9/146 (6%) and 3/121 patients (3%) with heart contusion among the 267 sternal fractures. MAIS was 2.56-±1.3 vs. 2.62-±1.3 (A vs. B, p=0.349). 18% of patients were polytraumatized, with 11.2% dying at the scene, 2.3% in the hospital. Sternal fractures occur most often in old cars to seat-belted drivers often without any airbag. Severe multiple rib fractures and lung contusion are concomitant injuries in more than 10% each indicating the severity of the crash. Over a twentyyear period, the injury severity encountered was not different with 18% polytrauma patients suffering sternal fractures.
The increase in light duty trucks (LDT) on the road in the US is a safety concern because of their aggressivity, or risk they present to occupants of cars, especially in side impacts. We use FARS data to look at fatality trends in frontal and side impacts between cars and LDT. FARS data is also used to determine risk, or fatalities per registered vehicle, imposed on car drivers from other vehicle types. We use NASS CDS data to investigate sources of serious injuries in vehicles with side impact. These sources of injury are categorized into three major groups: 1) contact without intrusion, 2) contact with intrusion, and 3) restraints. We find a greater fraction of intrusion related injuries in cars struck on their side by SUV or pick-up trucks than when they are struck by other cars.
This study examines the severity and types of injuries sustained by child pedestrians aged 18 years and below in order to identify the body regions at greatest risk for injury in a pedestrian accident. Detailed medical diagnoses were reviewed retrospectively for 572 child pedestrians admitted to an urban pediatric trauma center with injuries during the time period from January 2001 to December 2005. Eighty percent of these children sustained AIS 2 or greater injuries, most commonly to the lower extremity (41%) and head (34%). Fortyfour percent of admitted children had more significant AIS 3 or greater injuries primarily to the head (58%), thorax (17%) and lower extremities (14%). Testing procedures to assess the child- interaction with the motor vehicle should include injury assessment for the pediatric head, thorax and lower extremities. This understanding of how child pedestrians interact with motor vehicles may provide insight into effective countermeasures with potential for implementation in vehicle designs world-wide.
The number of injuries sustained by car occupants involving the head, thorax, spine, pelvis and the upper limbs have been reduced significantly during recent years. This is probably due to better safety features in the cars, especially the availability and usage of safety belts, airbags etc. Therefore one can notice clinically a relative increase in survivors of severe frontal crashes, but many of them have injuries to the lower extremities. To verify this, we analyzed the foot and ankle injuries of front seat passengers.
In Finland all fatal motor vehicle accidents are studied in-depth on-the-spot by multidisciplinary (police, road and vehicle engineers, physician and behavioural scientist) road accident investigation teams (legislation 2001, work started 1968), which operate in every province. The purpose of the teams is to uncover risk factors that turned an ordinary driving situation into a serious accident and give safety recommendations for improving road safety. The investigation teams do not take a stand on guilt or insurance compensation. When analysing accidents the teams use the concepts of key event, immediate, background and injury risk factors. Compiled investigation folders of each case contain investigation forms from each member, preinvestigation protocol, photographs, sketches etc. About 500 items of information are collected from each accident party. The collected information is also coded into a computer database. Both the database and the investigation folders are widely utilized by researchers and authorities conducting safety work.
This study aimed to identify the occurrence, type and mechanisms of the traumatic injuries of the vulnerable road users in vehicle collisions, and to determine the effects of human, engineering, and environment factors on traffic accidents and injuries. The pedestrian accident cases were collected in the years 2000 to 2005 from Changsha Wujing hospital China and Accident Research Unit at Medical University Hannover in Germany. A statistic analysis was carried out using the collected accident data. The results from analysis of Changsha data were compared with results from analysis of GIDAS data Hannover. The injury severities were determined using AIS code and ISS values. The results were presented in terms of cause of injuries, injury distributions, injury patterns, injury severity. The factors influenced the injury outcomes were proposed and discussed for the vehicle transport environment and road users. The results were discussed with regard to accident data collection, accident sampling and injury distributions etc. In the urban area of Changsha, motorcycles and passenger cars are most frequently involved in vehicle pedestrian accidents. Head and lower extremities injuries are the predominant types of pedestrian injuries. The pedestrian accidents were identified as vital issue in urban traffic safety and therefore a high priority should be given to this road user group in research of safe urban transportation. In Hannover area, cars are most frequently involved in traffic accidents, injured pedestrians are involved in road traffic of Germany in 13% of all causalities only in 2005 and have nearly the same number as motorcyclists, but the half of bicyclists.
In the context of this study, different data sources for accident research were examined regarding their possible data access and evaluated concerning the individual quality and extent of the data. Analyses of accidents require detailed and comprehensive information in particular concerning vehicle damages, injury patterns and descriptions of the accident sequence. The police documentation supplies the basic accident statistics and is amended in the context of the forensic treatment by further information, e.g. by medical and technical appraisals and witness questionings. As a new approach to the data acquisition for the analysis of fatal traffic accidents, the information was made usable which was collected by the police and by the investigations of the public prosecutor. The best strategy for obtaining reliable, extensive and complete data consists of combining the information from these two sources: the very complete, but elementary statistic data of the Niedersächsisches Landesamt für Statistik (Lower Saxony State Authority of Statistics), based on the police documentation as well as the very extensive accident information resulting from the investigation documentation of the public prosecutor after conclusion of the procedure, the so-called Court Records. Of all 715 fatal traffic accidents, which happened in the year 2003 in the German State of Lower Saxony, 238 cases were selected by means of a statistically coincidental selective procedure based on a statistically representative manner (every third accident). These cases cover the investigation documents of the 11 responsible public prosecutor- offices, which were requested and evaluated while preserving the data security. Of the 238 cases 202 cases were available, which were individually coded and stored in a data base using 160 variables. Thus a data base of a sample of representative data for fatal accidents in Lower Saxony was set up. The data base contains extensive information concerning general accident data (35 variables), concerning road and road surface data (30 variables), concerning vehicle-specific data (68 variables) as well as concerning personal and injury data (27 variables).
The primary goal of this investigation was to determine the relative risk of traffic accidents in students. In a two year period, a survey amongst 2,325 students was carried out, and 3,645 injuries sustained by students treated at our hospital were analyzed. Moped-riding in adolescents were associated with a 23.75-fold increased risk for injury as compared to biking. Children who ride bicycles have a 2.2-fold increased risk for an injury sustained by traffic accidents compared to pedestrians. None of 50 injured bicycle riders with helmet had an AIS for head injuries of more than 2. 24 of 233 injured bicycle drivers without helmet had an AIS for head injuries of more than 2. The use of a protective helmet significantly reduced the severity of head injuries. The level of awareness towards danger and a history of previous accidents correlate with the likelihood of future accidents. Due to the severity of traffic accidents, more adequate prevention measures (wearing of bicycle helmets and better education for moped riders) are urgently needed.
The accident research project in Dresden was founded in July 1999. To date over 6.000 crash investigations have been undertaken. About 10.000 vehicles have been documented and over 13.000 participants have been debriefed. But there is much more than this scientific success. Because of the interdisciplinary character between the medical and technical focus, the project affords an important contribution for the education of the involved students. Over 200 students of different fields of study have got experiences not only for the occupational career. This lecture describes the additional effects of the accident research project regarding the education of the students, the capacity for teamwork and learning about dealing with accident casualties.
Description of road traffic related knee injuries in published investigations is very heterogeneous. The purpose of this study was to estimate the risk of knee injuries in real world car impacts in Germany focusing vulnerable road users (pedestrians, bicyclists and motorcyclists) and restrained car drivers. The accident research unit analyses technical and medical data collected shortly after the accident at scene. Two different periods (years 1985-1993 and 1995-2003) were compared focusing on knee injuries (Abbreviated Injury Scale (AISKnee) 2/3). In order to determine the influences type of collision, direction and speed as well as the injury pattern and different injury scores (AIS, MAIS, ISS) were examined. 1.794 pedestrians, 742 motorcyclists, 2.728 bicyclists and 1.116 car drivers were extracted. 2% had serious ligamentous or bony injuries in relation to all injured. The risk of injury is higher for twowheelers than for pedestrians, but knee injury severity is higher for the latter group. Overall the current knee injury risk is low and significant reduced comparing both time periods (27%, p<0,0001). Severe injuries (AISKnee 2/3) were below 1%). Improved aerodynamic design of car fronts reduced the risk for severe knee injuries significantly (p=0,0015). Highest risk of injury is for motorcycle followed by pedestrians, respectively. Knee protectors could prevent injuries by reducing local forces. The classically described dashboard injury was rarely identified. The overall injury risk for knee injuries in road traffic is lower than estimated and reduced comparing both periods. The aerodynamic shape of current cars compared to older types reduced the incidence and severity of knee injuries. Further modification and optimization of the interior and exterior design could be a proper measurement. Classic described injury mechanisms were rarely identified. It seems that the AIS is still underestimating extremity injuries and their long term results.
Um die Position der Verkehrs- und Mobilitätserziehung in den Schulen und vor allem in der Sekundarstufe zu stärken und den zuständigen Ministerien, Lehrerinnen und Lehrern und anderen Verantwortlichen vor Ort Einblick in die Fähigkeiten der Schüler zu geben, wurde von der Bundesanstalt für Straßenwesen (BASt) das Forschungsprojekt "Entwicklung von Evaluationsinstrumenten zur Erreichung von Standards in der Verkehrs- /Mobilitätserziehung der Sekundarstufe" an das Zentrum für Evaluation und Methoden (ZEM), Rheinische Friedrich-Wilhelms-Universität Bonn vergeben. Vorbereitet und begleitet wurde das Projekt von der Arbeitsgruppe BASt/ Kultusbehörden der Länder, die mit den Leistungsstandards und den inhaltlichen Schwerpunkten (Jahrgangsstufe 6: Fahrradfahren, Jahrgangsstufe 9/10: Vorbereitung auf die Teilnahme am motorisierten Straßenverkehr) wichtige Rahmenbedingungen vorgegeben hat. Im Rahmen des Projektes wurden zunächst auf umfassender empirischer Grundlage die Leistungsstandards als Kompetenzen und Items beschrieben. In einem weiteren Schritt wurde auf der Basis der Ergebnisse einer Machbarkeitsstudie ein computerbasiertes Evaluationsinstrument entwickelt, das Lehrern im Sinne eines Monitoringsystems Anhaltspunkte zur Ausprägung der Kompetenzen ihrer Schüler gibt. Ergebnisse werden Lehrern, aber auch Schülern unmittelbar nach der Durchführung des Verfahrens auf verschiedenen Ebenen zurückgemeldet. Das Instrument ist inhaltsvalide und weist zudem günstige Werte in konvergenter und diskriminanter Validität auf. Auch die Ergebnisse zur internen Konsistenz sind zufriedenstellend. Die Retest-Reliabilität des Instruments konnte allerdings nicht nachgewiesen werden. Das Instrument ermöglicht Lehrern, ihren Unterricht im Folgenden gezielt auf die Kompetenzen ihrer Schüler auszurichten und ihnen genau die Inhalte zu vermitteln, die sie noch nicht beherrschen. Dies gibt der schulischen Verkehrs- und Mobilitätserziehung eine neue, individuell auszurichtende Struktur und bietet Anreize, entsprechende Themen verstärkt in den Schulen zu verankern. Der Computertest dauert ca. eine Schulstunde und setzt durch seinen abwechslungsreichen Charakter neue Impulse in der Verkehrs- und Mobilitätserziehung. Das Evaluationsinstrument wurde so konzipiert, dass es an Schulen mit und ohne Computernetzwerk eingesetzt werden kann und in Bezug auf Grafik und Kapazitäten nur geringe Anforderungen an die Qualität der vorhandenen Rechner stellt. Eine Installation des Instrumentes ist nicht erforderlich. Fakultativ wurde darüber hinaus für die Schüler der Jahrgangsstufe 6 ein Fahrradparcours entwickelt, der den Lehrern einen Einblick dazu vermittelt, wie gut ihre Schüler verschiedene Situationen, die für den Straßenverkehr relevant sind, beherrschen. So können gezielt Hinweise dafür gesammelt werden, welche Themen im Unterricht aufgegriffen werden müssen, vor allem bevor, z.B. im Rahmen einer Klassenfahrt, die Schüler aktiv am realen Verkehr teilnehmen. Der Fahrradparcours ist innerhalb von zwei Schulstunden durchzuführen, zudem erfordert der Aufbau nur wenige Materialien. Insgesamt stehen mit Computertest und Fahrradparcours für Schüler sowie Lehrer ansprechende Instrumente zur Verfügung, die Einblicke in die Ausprägung der für eine sichere Teilnahme am Straßenverkehr erforderlichen Kompetenzen geben und Anhaltspunkte für die inhaltliche Ausrichtung der schulischen Verkehrs- und Mobilitätserziehung geben. Das Instrument kann dementsprechend im Sinne einer lokalen Lernstanderhebung zur Identifikation von Wissenslücken bei einzelnen Schülern, Klassen oder Schulen eingesetzt werden. Darüber hinaus besteht auch die Möglichkeit, im Sinne einer zentralen Lernstandserhebung die Daten der verschiedenen Klassen, Schulen und Länder für länder- und bundesweite Vergleiche zu sammeln, Stärken und Schwächen auf einem höheren Aggregationsniveau zu identifizieren und möglicherweise in einem weiteren Schritt im Sinne eines Input-Output-Vergleichs besonders effektive Maßnahmen der Verkehrserziehung und weitere relevante Rahmenbedingungen zu identifizieren. Welche Verwendung des Programms sich schließlich durchsetzen wird, liegt in der Hand der Länder.
In Deutschland werden jährlich über 300.000 Unfälle mit Personenschaden und weitere knapp 2 Mio. Unfälle mit Sachschaden von der Polizei registriert. Maßnahmen zur Verbesserung der Verkehrssicherheit und damit zur Unfallprävention sowie zur Verringerung der Unfallfolgen werden auf unterschiedlichen Aktivitätsfeldern und unterschiedlichen administrativen Ebenen umgesetzt. Bezüglich der Straßeninfrastruktur zielen Verbesserungsmaßnahmen darauf ab, Sicherheitsdefizite der Straße zu erkennen und zu beheben. Die Anstrengungen der vergangenen Jahre und Jahrzehnte galten und gelten der Entwicklung von Verfahren, um dies auf alle Phasen des Lebenszyklus einer Straße zu übertragen, sowohl auf die Planung, den Entwurf, den Bau sowie den Betrieb von Straßen. Um den Verwaltungen für die Sicherheitsanalyse von Straßennetzen ein Instrument an die Hand zu geben, wurden die Empfehlungen für die Sicherheitsanalysen von Straßennetzen (ESN) entwickelt und im Jahre 2003 veröffentlicht. Das Verfahren beruht auf der Analyse des Unfallgeschehens im betrachteten Straßennetz. Die Berechnung von Sicherheitspotenzialen nach den ESN wird von der BASt für das Netz der Bundesautobahnen seit 2004 regelmäßig durchgeführt. In dem hier durchgeführten Projekt wurde die Machbarkeit einer ESN-Anwendung auf dem Netz der Bundesstraßen auf Grundlage der Daten der amtlichen Unfallstatistik und der Abschnittsbildung nach der Netzstruktur untersucht. Insgesamt gesehen kann das Verfahren nach ESN auffällige Bereiche im Straßennetz identifizieren, auf denen sicherheitsverbessernde Maßnahmen die größte Wirksamkeit erwarten lassen. Damit steht ein Werkzeug zur Verfügung, das die bereits etablierte örtliche Unfallanalyse ergänzt. Die Anwendung auf dem Bundesstraßennetz zeigt, dass für eine flächendeckende Anwendung des Verfahrens sowohl bei den notwendigen Datengrundlagen als auch bei Fragen der Methodik Verbesserungsbedarf besteht.
In der öffentlichen Berichterstattung und in einschlägigen Gremien ist das Thema "Kleintransporter" immer wieder Gegenstand der Behandlung. Kleintransporter vereinen die Kapazität von kleinen Güterkraftfahrzeugen mit der Flexibilität und Leistungsfähigkeit von Pkw. Zum Führen dieser Fahrzeuge wird dabei lediglich die normale Pkw-Fahrerlaubnis benötigt. Obwohl das Unfallrisiko von Kleintransportern immer noch höher ist als das für Pkw, kann festgestellt werden, dass sich der starke Anstieg der Unfallanzahlen dieser Fahrzeuge trotz weiterhin steigender Bestandszahlen nicht weiter fortgesetzt hat. Mit dem hier durchgeführten Forschungsvorhaben wurde das Ziel verfolgt, die Maßnahmen und Qualifizierungsprogramme zur Erhöhung der Verkehrssicherheit von Kleintransportern in den zurückliegenden Jahren und auch solche Maßnahmen, die zukünftig geplant sind, umfassend zu erheben. Für solche Maßnahmen, die bereits realisiert worden sind, sollte festgestellt werden, inwiefern und in welchem Maße sie Anwendung finden. Die Grundlage des Forschungsvorhabens bildeten neben einer Literaturrecherche insbesondere empirische Untersuchungen. Diese wurden in Form von mündlich-persönlichen Befragungen mit Fahrern, Maßnahmenträgern, Unternehmen, Fahrzeugherstellern und Vermietunternehmen geführt. Insgesamt konnten im Rahmen des Vorhabens 116 Personen befragt werden. Wie die Fahrerbefragung gezeigt hat, verfügen die Befragten im Allgemeinen über keine spezifische Qualifikation in Bezug auf das Führen eines Kleintransporters. Die Ausgangsbasis bildet in aller Regel die Fahrerlaubnis der Klasse B bzw. Klasse 3 (alt). In den vergangenen fünf Jahren hat lediglich jeder zweite Fahrer eine Schulung besucht. Mit einem Anteil von rund 40% sind Übertretungen von Verkehrsvorschriften durch zu schnelles Fahren der häufigste Grund von Beanstandungen. Weitere Defizite wurden in Zusammenhang mit dem Thema Ladungssicherung deutlich. Aus Sicht von Maßnahmenträgern sind die Gründe für die insgesamt geringe Teilnahme von Fahrern an Weiterbildungsmaßnahmen unterschiedlich. So ist festzustellen, dass im Bereich des Kurier-, Express und Post/Paketdienstes aufgrund der engen Einbindung des Fahrpersonals in den logistischen Leistungsprozess häufig keine Freiräume bleiben, dem Fahrpersonal eine Schulung zu ermöglichen. Hinzu kommen wirtschaftliche Zwänge der Branche. Dennoch werden von Unternehmen des Kurier-, Express- und Post/Paketdienstes verschiedene Seminare angeboten und durchgeführt. Es hat sich gezeigt, dass vor allem der Ladungssicherung ein besonderer Stellenwert beigemessen wird. Hier sehen die Unternehmen einen wichtigen Ansatzpunkt für Verbesserungsmaßnahmen, wobei es hier in erster Linie um die Senkung der Schadensquote bezogen auf das Packstück geht, d.h. die Vermeidung bzw. Senkung von Kundenreklamationen, und weniger um den Aspekt der Verkehrssicherheit. Auch im Handwerk sind Maßnahmen zur Verbesserung der Verkehrssicherheit von Kleintransportern in Angriff zu nehmen. Die Fahrzeugsicherheit ist aus Sicht der Hersteller von zentraler Bedeutung. So hat sich die sicherheitsbezogene Ausstattung der Kleintransporter in den vergangenen Jahren stetig verbessert. Kleintransporter verfügen heute bereits serienmäßig über eine Vielzahl an allgemeinen sicherheitsbezogenen Ausstattungskomponenten. In Bezug auf die laderaumbezogene Sicherheitsausstattung werden insbesondere kundenspezifische Wünsche berücksichtigt. Auch die Durchführung von Kundenschulungen ist für die Hersteller ein wichtiges Anliegen. Betrachtet man die Zahlungsbereitschaft der Kunden, so hat sich gezeigt, dass in vielen Fällen die Kunden allerdings nicht bereit sind, für die fahrzeugspezifische Verkehrssicherheit einen höheren Kaufpreis zu entrichten. Ungeachtet dessen wird sich nach Einschätzung der Fahrzeughersteller die Verkehrssicherheit in Zukunft durch neue technische Lösungen weiter erhöhen. Aus Sicht der Vermietunternehmen hat sich die aktive und passive Sicherheitsausstattung der Kleintransporter in den vergangenen 10 Jahren stark verbessert, was sich zum Teil auch auf die Kaufentscheidung der Vermietunternehmen ausgewirkt hat. So sind bspw. bei der Kaufentscheidung neben den Anschaffungskosten durchaus Attribute wie Fahrzeugsicherheit und Langlebigkeit von zunehmender Bedeutung. Als problematisch wird das Privatkundengeschäft eingestuft. Für diesen Personenkreis ist die sicherheitsbezogene Ausstattung von Kleintransportern bislang ohne Bedeutung. Eine Verbesserung der Verkehrssicherheit von Kleintransportern ist in Zukunft nur dann zu erreichen, wenn allen Akteuren bewusst wird, dass das Fahren mit einem Kleintransporter nicht unmittelbar vergleichbar ist mit dem Fahren eines Pkw. Insgesamt ist festzustellen, dass Maßnahmen zur Verbesserung der Verkehrssicherheit von Kleintransportern langfristig anzulegen sind und insbesondere auf Ebene des Fahrpersonals noch ein erheblicher Nachholbedarf zu verzeichnen ist.
Ziel des Forschungsprojektes war die quantitative Vorausschätzung des Straßenverkehrsunfallgeschehens der Jahre 2015 und 2020 in Deutschland mit Hilfe eines eigens entwickelten Prognoseverfahrens. Das Verfahren sollte eine größtmögliche Differenzierung des zukünftigen Unfallgeschehens nach Schweregrad, Art der Verkehrsbeteiligung und Alter der Verkehrsteilnehmer erlauben. Das Modell sollte grundsätzlich in der Lage sein, Ursache - Wirkungszusammenhänge differenzierter als in herkömmlichen Ansätzen der Zeitreihenanalyse und deren Trendfortschreibung abzubilden. Den Prognosehorizont bilden die Jahre 2015 und 2020. Im Rahmen des vorliegenden Projekts erfolgte für Deutschland erstmals eine Prognose der Unfall- und Verunglücktenzahlen über eine Risikoanalyse maßgebender Unfallkonstellationen. Dabei wurde sowohl nach Ortslagen, Unfallbeteiligten und Alter der Verkehrsteilnehmer unterschieden. Mit Hilfe des vorgestellten Prognosemodells lässt sich der künftige Grad der Straßenverkehrssicherheit differenziert beurteilen. Auswirkungen der sich ändernden Rahmenbedingungen auf das Unfallgeschehen werden sowohl auf der Ebene der Unfallentstehung als auch auf der Ebene der Unfallschwere berücksichtigt. Dabei kann insbesondere der Einfluss aus Demografie und sich verändernder Zugangsvoraussetzungen zu Verkehrsmitteln auf das Unfallgeschehen abgebildet werden. Der vorgestellte erste Entwicklungsstand des Modells bietet daher bereits sehr gute Möglichkeiten, Wirkungsanalysen bei veränderten Einflussgrößen durchzuführen. Das Unfallprognosemodell wurde modular aufgebaut. Dadurch konnte eine logische und hierarchische Modellstruktur realisiert werden. In der Folge werden die einzelnen Module im Gesamtmodell sequentiell durchlaufen, sind in sich geschlossen und folgen eigenen Berechnungsvorschriften. Eine Umsetzung des Modells erfolgte auf Basis verknüpfter Excel-Dateien mit Hilfe von VBA-Makros. Hierbei wurde auf eine stark getrennte Struktur der einzelnen Berechnungsschritte Wert gelegt, um die einzelnen Dateien übersichtlich und nachvollziehbar zu gestalten. Gleichzeitig erfüllt das Modell die Forderung einer größtmöglichen Variabilität. So können sowohl geänderte Eingangsdaten zugrundegelegt werden als auch die Auswahl der differenzierten Trendberechnung beliebig getroffen werden. Im Ergebnis ist auf Basis der getroffenen Annahmen, der historischen Entwicklung und der konstellationenfeinen Fortschreibung der Risikofaktoren ein deutlicher Rückgang der Unfall- und Verunglücktenzahlen in Deutschland für den Prognosezeitraum gegenüber 2006 zu erwarten. Bei den Unfällen mit Personenschaden ist bis 2020 mit einer Abnahme um nahezu 30 % zu rechnen, bei den Verunglückten kann von einer Reduzierung um 13 % ausgegangen werden. Die Zahl getöteter Personen sinkt dabei voraussichtlich von ca. 5.100 Personen (2006) auf 2.700 Personen (2020). In Bezug auf die Schwerverletzten ist im gleichen Zeitraum mit einem Rückgang um ca. 33.000 Personen zu rechnen (2006: 74.500 Personen). Ebenso sinkt gegenüber dem Analysejahr 2006 die Anzahl Leichtverletzter um etwa 6 % auf etwa 326.000 Personen. Die Rückgänge der Verunglücktenzahlen liegen zwischen 2006 und 2015 sowie zwischen 2015 und 2020 zahlenmäßig auf einem vergleichbaren Niveau (55.000 bzw. 58.000 V). Somit wird etwa die Hälfte der Gesamtrückgänge im Prognosezeitraum allein in den letzten fünf Jahren der insgesamt fünfzehnjährigen Zeitspanne erreicht.
Die steigende Lebenserwartung sowie die geringe Geburtenrate führen zu einer Alterung der Gesellschaft, die sich schon heute bemerkbar macht und sich in den nächsten Jahrzehnten noch verstärkt auswirken wird. Damit verbunden ist eine relative Zunahme von Auto fahrenden Senioren. Immer mehr ältere Menschen orientieren sich an einem aktiven Lebens- und Freizeitstil. Dabei spielt der Pkw eine herausragende Rolle - ermöglicht er doch oft erst die Aufrechterhaltung von Mobilität und Unabhängigkeit. Gleichzeitig kann es jedoch mit fortschreitendem Alter zu verschiedenen körperlichen oder geistigen Leistungseinbußen kommen, die möglicherweise die Fahrleistung beeinflussen. Vor diesem Hintergrund rückt die Frage nach den Unfallrisiken älterer Kraftfahrer weiter in den Mittelpunkt des Interesses. Das von der Bundesanstalt für Straßenwesen geförderte Projekt PROSA (Profile von Senioren mit Autounfällen) setzte sich zum Ziel, den Einfluss altersbedingter Leistungseinbußen auf das Unfallrisiko differenzierter zu betrachten. Am Zentrum für Alternskulturen der Universität Bonn wurden Profile von Senioren untersucht, die in einen Autounfall verwickelt waren, und es wurde der Frage nachgegangen, welche Bedeutung diese für die Ableitung von Interventionsmaßnahmen haben. Im Großraum Bonn wurden dazu 180 Senioren mit einem Mindestalter von 65 Jahren interviewt, die in den letzten fünf Jahren als Fahrer eines Pkws in einen Unfall verwickelt waren. Die Teilnehmer wurden zu individuellen Leistungsbeeinträchtigungen und Persönlichkeitsmerkmalen sowie zu ihrer Fahrbiographie und Unfallgeschichte befragt. Darüber hinaus wurde eine Teilstichprobe von 50 Teilnehmern einer internistisch-verkehrspsychologischen Untersuchung sowie einer Fahrverhaltensprobe unterzogen. Die Ergebnisse verdeutlichen, dass das Alter allein kein Prädiktor für individuelle Leistungsfähigkeit und Unfallrisiko darstellt. Vielmehr scheinen spezifische Kombinationen aus alterskorrelierten Einbußen und Krankheit zu einem erhöhten Risiko zu führen. Diese Heterogenität sollte vor allem bei interventiven Maßnahmen und bei künftigen Forschungen berücksichtigt werden.
Evaluation der Freiwilligen Fortbildungsseminare für Fahranfänger (FSF) : Wirksamkeitsuntersuchung

Fahranfänger sind besonders gefährdet, im Straßenverkehr an einem Unfall beteiligt zu sein. Um die Gefährdung der Personengruppe zu reduzieren, wurden verschiedene Maßnahmen ergriffen, zu denen auch eine Erweiterung der Fahrausbildung gehört, die eine aktive Erfahrungsbildung von Fahranfängern im Straßenverkehr unterstützt und die Ausbildung besonderer sicherheitsrelevanter Kompetenzen fördert. Durch die Verordnung über die freiwillige Fortbildung von Inhabern der Fahrerlaubnis auf Probe vom 16.05.2003 wurde die Rechtsgrundlage für die Erprobung einer zweiten Ausbildungsphase der Fahrerausbildung geschaffen. So werden seit dem Jahr 2003 von Fahrschulen Freiwillige Fortbildungsseminare für Fahranfänger (FSF) angeboten. Die Seminare können frühestens sechs Monate nach dem Führerscheinerwerb der Klasse B besucht werden und führen zu einer Verkürzung der regulären oder verlängerten Probezeit um maximal ein Jahr. Der vorliegende Bericht enthält die Ergebnisse der summativen Evaluation, die, entsprechend der gesetzlichen Vorgaben zur Überprüfung der Sicherheitswirksamkeit von FSF, im Auftrag der Bundesanstalt für Straßenwesen (BASt) vom Zentrum für Evaluation und Methoden (ZEM), Universität Bonn, durchgeführt wurde. Ziel von FSF ist, die Unfallraten junger Fahrer durch eine Beeinflussung der Verkehrssicherheitseinstellungen zu verringern. Als Kriterium für die Überprüfung der Maßnahmenwirksamkeit wurden daher die durch FSF-Teilnahme erzielten Einstellungsveränderungen verwendet. Dazu wurden Teilnehmer von FSF mit einer parallelisierten Stichprobe von Nicht-Teilnehmern hinsichtlich ihrer fahrsicherheitsrelevanten Einstellungen und Kompetenzen über einen Beobachtungszeitraum von sechs bis zwölf Monaten miteinander verglichen. Die relevanten Indikatoren wurden mittels eines Fragebogens maximal viermal erfasst. Zur Prüfung der Wirksamkeit wurden folgende Vergleichsbetrachtungen angestellt: (1) Unterschiede zwischen Experimental- und Kontrollgruppe zu jedem der Messzeitpunkte. (2) Veränderung der Einstellungen in der Experimental- und Kontrollgruppe über die Messzeitpunkte hinweg. (3) Die kombinierte Betrachtung der Unterschiede zwischen den Gruppen und zwischen den Messzeitpunkten erlaubte eine Aussage darüber, ob die FSF-Teilnehmer über die Messzeitpunkte hinweg und relativ zur Kontrollgruppe günstigere Einstellungsausprägungen im Sinne der Verkehrssicherheit auch bei insgesamt abnehmenden Werten erzielen. Eine Wirksamkeit von FSF konnte für die Mehrzahl der Indikatoren nicht nachgewiesen werden. Für die Risikobereitschaft, die kritische Selbsteinschätzung des Fahrkönnens, das Gefahrenbewusstsein und die Einschätzung der Verkehrssicherheit beim Fahren waren positive Effekte nachweisbar, diese waren jedoch entweder äusserst gering, zeitlich nur von kurzer Dauer oder konnten in der Kontrollgruppe im gleichen Ausmaß nachgewiesen werden. Einzig das Gefahrenbewusstsein war bei FSF-Teilnehmern auch beim dritten Befragungszeitpunkt deutlich höher ausgeprägt als bei Nicht-Teilnehmern. Eine umfassende Wirksamkeit von FSF konnte damit nicht nachgewiesen werden. Offen bleibt, ob das Programm generell keinen Einfluss auf sicherheitsrelevante Einstellungen und Kompetenzen hat, oder ob die Seminare nicht ihrer Konzeption gemäß durchgeführt werden und daher der positive Einfluss nicht zu erreichen und nachzuweisen ist.
Abstract: The number of accidents that can be attributed to driving under the influence of psychoactive substances (alcohol, drugs, and certain medicines) is constantly on a high level with drugs and medicines proportionally increasing over the years. The overall objective of the EU 6th Framework Programme project DRUID is to gain better knowledge of the various aspects of driving under the influence of drugs, alcohol and medicines. DRUID wants to offer scientific support to EU transport policy makers by suggesting guidelines and measures to combat impaired driving. To reach this ambitious aim a wide range of studies is conducted. The various studies are divided into seven work packages with complex interdependencies. There are experimental studies assessing the effects of single and combined psychoactive substances on driving performance (WP1) as well as epidemiological studies aiming to assess the situation in Europe regarding prevalence of alcohol and other psychoactive substances in drivers (WP2).The principal objective of these studies is to gain relative risk estimates for traffic accident involvement of drivers impaired by psychoactive substances and to recommend substance concentration thresholds. A theoretical framework which allows the integration of the experimental and epidemiological findings serves as a fundament for developing these recommendations. WP3 aims at improving the possibilities of detecting drug driving in Europe. Police forces evaluate practically (under realistic enforcement conditions) oral fluid screening devices. A scientific evaluation of oral fluid screening devices and other methods (i.e. roadside checklists of signs of impairment) is done as well. The outcome of the practical and scientific evaluations serves as input to cost-benefit analyses of enforcement.
Der vorliegende Beitrag befasst sich mit den Forschungsaktivitäten des Arbeitspakets 5 "Rehabilitation", Task 2 "Good Practice" des EU-Projekts DRUID (Driving under the Influence of Drugs, Alcohol and Medicines). Eine Teilnehmerbefragung in neun europäischen Ländern deutet darauf hin, dass die Interventionsprogramme generell als gut bis sehr gut und förderlich für die kognitiv-affektiven und verhaltensorientierten Änderungsprozesse eingeschätzt werden. In einer Analyse der Ergebnisse von Fahreignungsuntersuchungen am Kuratorium für Verkehrssicherheit (KfV) werden verschiedene Indikatoren gefunden, die einen Rückfall in ein neuerliches Alkoholdelikt trotz Nachschulungskurs begünstigen. Eine Analyse der Qualitätsmanagementsysteme im Bereich der Fahrerrehabilitation zeigt deutliche Unterschiede zwischen den europäischen Ländern im Grad der Implementierung und dem Ausmaß der staatlichen Überwachung. Die Entwicklung eines Evaluierungsinstruments DRET (Driver Rehabilitation Evaluation Tool) ermöglicht eine Bewertung der wesentlichen Aspekte, die bei Interventionen für Alkohol- und Drogenfahrer zu beachten sind. Eine damit durchgeführte Kompatibilitätsüberprüfung ergibt, dass derzeit verwendete Programme einen Großteil der erforderlichen Standards erfüllen. Optimierungsbedarf besteht bei der Qualitätssicherung, einer allfälligen vorausgehenden Diagnostik sowie der Evaluierung von Rehabilitationsprogrammen, insbesondere für drogenauffällige Kraftfahrer.
Zwischen 1998 und 2008 hat die Zahl der bei Unfällen mit Personenschäden Beteiligten unter Alkoholeinfluss um rund 32 Prozent abgenommen. Im gleichen Umfang hat sich auch die Anzahl der Alkoholunfälle mit Personenschaden reduziert. Nach wie vor am häufigsten tritt bei Pkw-Fahrern Alkohol als Unfallursache in der Altersgruppe der 21- bis 24-jährigen Männer auf, mit Abstand gefolgt von den Gruppen der männlichen 18- bis 20-jährigen Fahrer und der 25- bis 34-jährigen. Der Anteil der an Unfällen mit Personenschaden beteiligten alkoholisierten männlichen Pkw-Fahrern fällt gut sechsmal so hoch aus wie der der weiblichen. Alkoholunfälle mit Personenschaden ereignen sich am häufigsten in den Abendstunden und insbesondere in den Wochenendnächten. Unter den Verursachern dieser nächtlichen Freizeitunfälle sind junge Erwachsene überproportional vertreten. Die Gefährdung der Verkehrssicherheit durch drogenbeeinflusste Kraftfahrer hat in den letzten Jahren an Bedeutung gewonnen. Daher wurden Ausbildungsmaßnahmen für Polizeibeamte zur besseren Erkennung einer Drogenwirkung auf den Kraftfahrer begonnen. In den Jahren 1998 und 1999 traten darüber hinaus verschiedene gesetzliche Neuregelungen in Kraft. Vor diesem Hintergrund ist die Dokumentation der Unfallursache "andere berauschende Mittel" mit Ausnahme der Jahre 2005 und 2006 kontinuierlich angestiegen. Die zukünftige Umsetzung wissenschaftlicher Erkenntnisse zur Anwendung von Schnelltestverfahren lassen im Bereich der Verdachtsgewinnung einer Drogenwirkung auf den Kraftfahrer auf weitere Verbesserungen hoffen, so dass die Entdeckungswahrscheinlichkeit einer Drogenfahrt weiter ansteigen wird.
Der Fahrzeugbestand und die Unfallbeteiligung von Kleintransportern haben in den vergangenen Jahren stark zugenommen. Das Bundesministerium für Verkehr, Bau- und Wohnungswesen hat daher die Bundesanstalt für Straßenwesen beauftragt, das Unfallgeschehen der Kleintransporter auf der Basis der Daten der amtlichen Straßenverkehrsunfallstatistik vertiefend zu analysieren. Der Schwerpunkt der Untersuchung liegt dabei auf den Kleintransportern mit einem zulässigen Gesamtgewicht über 2,8 t bis 3,5 t. Diesen werden zu Vergleichszwecken die Kleintransporter über 2 t bis 2,8 t, Lkw über 3,5 t bis 7,5 t und die Gruppe der Pkw gegenüber gestellt. Der Bericht stellt die Eckdaten der Unfallentwicklung (Unfälle mit Personenschaden) für die Jahre 1996 bis 2002 zusammen. Für das Jahr 2002 wird die Struktur des Unfallgeschehens und das Unfallrisiko der Kleintransporter vertiefend untersucht. Die Unfallsituation stellt sich im wesentlichen wie folgt dar: Im Jahr 2002 waren 5.223 Kleintransporter über 2,8 t bis 3,5 t an Unfällen mit Personenschaden beteiligt, darunter 738 (14%) auf Autobahnen. Insgesamt waren sie an 1,4% aller Unfälle mit Personenschaden beteiligt; auf Autobahnen lag dieser Anteil bei 2,9%. Bei Unfällen unter Beteiligung dieser Kleintransporter wurden insgesamt 120 Verkehrsteilnehmer (36 Insassen, 84 Unfallgegner) getötet (1,8% aller Getöteten), darunter 27 (16 Insassen, 11 Unfallgegner) auf Autobahnen (3,2% der Getöteten auf Autobahnen). Ihre Unfallentwicklung unterscheidet sich in nahezu allen Bereichen von den Vergleichsgruppen. Ihre Unfallbeteiligung hat sich im Jahr 2002 gegenüber 1996 verdreifacht. Im gleichen Zeitraum ist der Bestand dieser Fahrzeuggruppe nur auf das 2,4fache gestiegen (2002: 386.088 Fahrzeuge). Auf den Bestand bezogen bedeutet dies eine Erhöhung der Unfallbelastung von 1996 bis 2002 um 28%. Die Zahl der Getöteten bei Unfällen unter Beteiligung von Kleintransportern über 2,8 t bis 3,5 t hat im Untersuchungszeitraum insgesamt von 50 im Jahr 1996 auf 120 Getötete im Jahre 2002 zugenommen (2001 waren es sogar 132 Getötete). Auf Autobahnen ist eine Zunahme von 16 Getöteten im Jahre 1996 auf 27 Getötete im Jahr 2002 (38 Getötete im Jahr 2001) zu verzeichnen. • Die meisten Unfälle unter Beteiligung von Kleintransportern über 2,8 t bis 3,5 t wurden 2002 mit einem Anteil von 55% innerorts registriert, gefolgt von Landstraßen (31%) und den Autobahnen (14%). Der höchste Anteil der schweren Personenschäden (Getötete und Schwerverletzte) ist mit 48% auf Landstraßen zu verzeichnen, gefolgt von den Innerortsstraßen mit 35% und Autobahnen mit 17%. Dies zeigt eine überdurchschnittliche Unfallschwere auf Außerortsstraßen. Der Anteil der Kleintransporter über 2,8 t bis 3,5 t als Hauptverursacher ist mit insgesamt fast 66% (auf Autobahnen 61%) höher als bei den Vergleichsgruppen. Am deutlichsten tritt hierbei die Altersgruppe der 18 bis 24jährigen Fahrzeugführer in Erscheinung. Häufigste Unfallursache ist mit 19%, auf Autobahnen sogar mit 35%, die nicht angepasste Geschwindigkeit. Bei den Vergleichsgruppen der Kleintransporter über 2 t bis 2,8 t und den Lkw über 3,5 t bis 7,5 t ist dagegen unzureichender Abstand insgesamt die häufigste Unfallursache; auf Autobahnen jedoch ebenfalls die nicht angepasste Geschwindigkeit. Zur tatsächlich zum Unfallzeitpunkt gefahrenen Geschwindigkeit liegen in der Unfallstatistik allerdings keine Informationen vor, so dass Aussagen zu Auswirkungen eines Tempolimits auf das Unfallgeschehen hieraus nicht abgeleitet werden können. Das fahrleistungsbezogene Risiko, an einem Unfall beteiligt zu sein, liegt auf Autobahnen für Kleintransporter über 2,8 t bis 3,5 t auf etwa dem gleichen Niveau wie das der Pkw. Aufgrund des überdurchschnittlichen Hauptverursacheranteils dieser Kleintransporter liegt die fahrleistungsbezogene Hauptverursacherrate und auch die entsprechende Rate für die bei diesen Unfällen Getöteten und Schwerverletzten über der von Pkw und den anderen Vergleichsgruppen. Im Vergleich zu anderen Straßen liegen jedoch alle betrachteten Risikokenngrößen auf Autobahnen deutlich niedriger. Insgesamt zeigt die Untersuchung eine vor dem Hintergrund der starken Zunahme des Fahrzeugbestandes deutlich angestiegene Unfallbeteiligung von Kleintransportern über 2,8 t bis 3,5 t. Auffällig ist insbesondere der relativ hohe Hauptverursacheranteil unter den unfallbeteiligten Kleintransportern über 2,8 t bis 3,5 t. Allerdings wurden im Jahr 2002 auf Autobahnen 14 der 27 bei Unfällen unter Beteiligung von Kleintransportern über 2,8 t bis 3,5 t Getöteten in \"geschwindigkeitsbegrenzten Bereichen\" registriert. Aus den o. g. Gruenden können sich aus den Analysen keine belastbaren Anhaltspunkte dafür ergeben, dass ein gesetzliches Tempolimit von 120 bzw. 130 km/h für Kleintransporter über 2,8 t bis 3,5 t die Unfallhäufigkeit und Unfallschwere auf Autobahnen deutlich verringern würde.
Der Fahrzeugbestand und die Unfallbeteiligung von Kleintransportern haben in den zurückliegenden Jahren weiter zugenommen. Der Bericht "Unfallbeteiligung von Kleintransportern" (Schmid 2008), der das Unfallgeschehen bis Ende des Jahres 2006 analysiert, wird auf das Jahr 2008 fortgeschreiben. Der Schwerpunkt der Untersuchung liegt bei der Gruppe der Kleintransporter mit einem zulässigen Gesamtgewicht über 2,8 t bis 3,5 t. Diesen wurden zu Vergleichszwecken Kleintransporter über 2 t bis 2,8 t, Lkw über 3,5 t bis 7,5 t und Pkw gegenübergestellt. Im vorliegenden Bericht wird die Entwicklung der Unfälle mit Personenschaden der Jahre 1996 bis 2008 betrachtet. Für das Jahr 2008 wird vertiefend auf die Struktur des Unfallgeschehens der Kleintransporter eingegangen. Dabei unterscheidet sich die Entwicklung der Anzahl der an Unfällen mit Personenschaden beteiligten Kleintransporter über 2,8 t bis 3,5 t deutlich von der Entwicklung der Vergleichsgruppen. Nach Aufhebung der Geschwindigkeitsbegrenzung für Lastkraftwagen über 2,8 t bis 3,5 t im Jahr 1997 sind der Bestand und die Unfallbeteiligung dieser Fahrzeuge sprunghaft angestiegen. Insgesamt ist festzustellen, dass sich der bis 2001 zu verzeichnende starke Anstieg der Unfallanzahlen nach 2001 auf dem bis dahin stattgefundenen Niveau nicht weiter fortgesetzt hat, obwohl der Bestand der Kleintransporter über 2,8 t bis 3,5 t weiterhin deutlich gewachsen ist. Mit 7.250 Beteiligten im Jahr 2008 ist die Anzahl der an Unfällen mit Personenschaden beteiligten Kleintransporter über 2,8 t bis 3,5 t gegenüber 1996 (1.733 Beteiligte) um über 300% gestiegen. Dabei ist zunächst zwischen 1997 (1.892 Beteiligte) und 2001 (5.273 Beteiligte) die Unfallbeteiligung stark gewachsen. Nach einem leichten Rückgang im Jahr 2002 hat sich der Anstieg in den Folgejahren fortgesetzt, aber nicht mehr ganz so stark. Auf Autobahnen sind zahlenmäßig am wenigsten Kleintransporter über 2,8 t bis 3,5 t beteiligt (181 beteiligte Kleintransporter im Jahr 1996 und 874 im Jahr 2008), jedoch ist der Anstieg mit über 380% weitaus höher als bei den anderen Ortslagen. Positiv ist jedoch der deutliche Rückgang der Unfallbeteiligung von Kleintransportern über 2,8 t bis 3,5 t von 2008 zum Vorjahr um 7%. Die Anzahl der Getöteten bei Unfällen unter Beteiligung von Kleintransportern über 2,8 t bis 3,5 t ist zwischen 1996 (50 Getötete) und 2001 (132 Getötete) fast kontinuierlich gestiegen (insgesamt um über 150%). Nach einem leichten Rückgang im Jahr 2002 auf 120 Getötete wurde in den Jahren 2003 und 2004 wieder das Niveau von 2001 erreicht. In den Jahren 2005 und 2006 wurden weniger Getötete registriert (101 und 111 Getötete), in den Jahren 2007 (135 Getötete) und 2008 (126 Getötete) wurde dann wieder etwa das Niveau des Jahres 2001 erreicht. Unfälle mit Personenschaden unter Beteiligung von Kleintransportern über 2,8 t bis 3,5 t sind 2008 mit einem Anteil von 2,2% (7.151 Unfälle) gemessen am gesamten Unfallgeschehen von geringer Bedeutung. Auf Autobahnen liegt dieser Anteil bei 4,6%. 62 % der Unfälle unter Beteiligung von Kleintransportern über 2,8 t bis 3,5 t geschahen 2008 auf Innerortsstraßen, dabei wurden 43% der Getöteten und Schwerverletzten registriert. Über ein Viertel der Unfälle ereigneten sich auf Außerortsstraßen ohne BAB, der Anteil der dabei Getöteten und Schwerverletzten ist mit 42% etwa gleich hoch wie auf Innerortsstraßen. Auf Autobahnen ereigneten sich 12% der Unfälle unter Beteiligung von Kleintransportern über 2,8 t bis 3,5 t, dabei wurden 15% der Getöteten und Schwerverletzten registriert. Fahrer von Kleintransportern über 2,8 t bis 3,5 t sind in zwei von drei Unfällen (66%) unter Beteiligung von Kleintransportern Hauptverursacher. Unter den 18- bis 24-Jährigen steigt der Anteil sogar auf 77%. Der Hautverursacheranteil der Pkw-Fahrer bei Unfällen unter Beteiligung von Pkw ist mit 55% geringer. Häufigste Unfallursachen bei Unfällen unter Beteiligung von Kleintransportern über 2,8 t bis 3,5 t sind 2008 mit 19% "Abbiegen, Wenden, Rückwärtsfahren, Ein- und Anfahren", gefolgt von "Abstand" mit 18% und "Vorfahrt, Vorrang" mit 14%. Die Unfallursache "Geschwindigkeit" wird im Mittel aller Ortslagen mit 13% genannt, auf Autobahnen ist sie mit 28% häufigste Unfallursache.
Entgegen populären Meinungen, welche älteren Kraftfahrern ein generelles Gefahrenpotenzial für die allgemeine Verkehrssicherheit zuschreiben, weisen die Unfallstatistiken eher auf eine besondere Gefährdung dieser Gruppe von Verkehrsteilnehmern hin, woraus sich Forderungen nach einer zielgruppenspezifischen Verkehrssicherheitsarbeit begründen. Maßnahmen zur Erhöhung der Verkehrssicherheit sollten sich nicht auf einzelne Ansatzpunkte beziehen, sondern integrativ die Verhaltenspotenziale auf Seiten des älteren Fahrers selbst und auch die Kontextfaktoren der Fahrsituation berücksichtigen. Zudem sollten Verkehrssicherheitsmaßnahmen für ältere Fahrer auf einen möglichst langen, aber auch sicheren Erhalt der Fahrkompetenz zielen und somit einen Beitrag zur individuellen Lebensqualität und gesellschaftlichen Teilhabe leisten. Neben einem stärkeren Einbezug älterer Menschen in die Planung verkehrssicherheitsrelevanter Maßnahmen und damit einer bedarfsgerechteren Gestaltung, sollte dabei auch verstärkt auf die Eigenverantwortung des älteren Fahrers referiert werden. Die Ergebnisse von Forschungsprojekten welche modellhaft Angebote zur freiwilligen Selbstprüfung der Fahrkompetenz unterbreiteten beziehungsweise die Meinung älterer Fahrer zu Angeboten dieser Art erfassten, weisen darauf hin, dass das Interesse innerhalb der Zielgruppe durchaus vorhanden ist. Es scheint angezeigt das Eigeninteresse älterer Kraftfahrer aufzugreifen und das Angebot personenzentrierter Ansätze zur Erhöhung der Verkehrssicherheit, wie beispielsweise freiwillige Überprüfungen der Fahrkompetenz und Schulungen zur Erhaltung der Fahrkompetenz, auszuweiten. Bei der Ausarbeitung verkehrsplanerischer Konzepte sollte zukünftig auch verstärkt den zu erwartenden demographischen Veränderungen der Verkehrsteilnehmer Rechnung getragen werden und durch eine weniger komplexe Gestaltung die Nutzungsbedingungen - nicht nur zugunsten älterer Fahrer - sondern im Sinne eines transgenerationalen Designs für alle Fahrer optimiert werden. Zudem sollte durch eine stärkere Berücksichtigung alternativer Mobilitätsformen zum Auto dazu beigetragen werden, dass wenn tatsächlich die Kompensationsspielräume ausgeschöpft sein sollten, für den älteren Menschen geeignete Mobilitätsalternativen verfügbar sind und der Verzicht auf die Automobilität nicht gleichbedeutend mit einer Aufgabe der Mobilität ist.
The significant demographic changes are predicted for the European future. The age group over 65 years is permanently increasing and over next 30 years every fourth person will belong to this group. This development will continue so far that by 2050 in many countries will double the percentage of the population aged 65 and more. Many studies analyze the new phenomena of the ageing (graying) society during the last decade. Mobility is integrated part of the life of every citizen, even more it means for the elderly people. The adequate mobility is the precondition for their active life and for their social communication that contribute to their health and functional capacity and their autonomy and independency. The active seniors demand less public support. The mobility of the older citizens is closely linked with health and societal problems and creates an important public challenge. On the other side the participation of seniors in transport due to their limited physical and mental possibilities means for them an increased risk to be injured or killed. The main mobility spaces are roads that can be used not only as a traveler in a vehicle (driver or passenger) but also as a pedestrian or cyclist or even as a motorcyclist. The road traffic is then an opportunity and danger in the same time. The accident analyzes show specific risk features of seniors that are different compared with other age groups. First of all the older road users (65 and more) are facing to the higher risk (number of killed divided by the population size) to be killed in a road accident compared with the group of younger road users (0 - 64). More significant difference can be observed when comparing the road user groups. The fatality percentage of the older pedestrians is 2,5 times higher compared with the group 25 " 64. Similar frequency show the cyclist fatalities. On the other side the vehicle passengers in the younger group have more or less two time higher percentage compared to seniors and in the group of motorcyclists even achieved in 2008 almost five times higher compared with the older group. The share of the old road users fatalities (around 19%) didn"t practically change during the last 10 years in the European average. But comparing the gender involvement (2006) there is an interesting difference " female fatalities make 30, 2%, male fatalities 15, 3% of all fatalities in their groups. The risk of the senior users is more connected with their physical and mental limits than with their risk behavior. According to the Czech statistics (2007) the vehicle drivers over 65 years cause only 3, 6% of all accidents. The solution of the problem is to minimize the risk and to create a safe environment for the elderly people using the roads. In order to achieve this goal a deep knowledge of risk and of accident circumstances, full understanding of the behavior of the seniors and their limitations and accommodating approach of the whole society is necessary. Road risk of the ageing society has to be considered as a part of the health and social policy. These can build a creditable basis for the implementation of the measures that secure safe moving of seniors on the roads.
Der Allgemeine Deutsche Automobil-Club e.V. (ADAC) und die Bundesanstalt für Straßenwesen (BASt) veranstalteten am 15. Oktober 2009 in Baden-Baden ihr 7. Symposium \"Sicher fahren in Europa\". Nach 1991, 1994, 1997, 2000, 2003 und zuletzt 2006 trafen sich auch dieses Mal wieder zahlreiche Fachleute aus Wissenschaft und Politik, Industrie, Wirtschaft und Verbänden aus dem In- und Ausland, trugen neue Forschungsergebnisse vor und erörterten aktuelle Ansätze zur Erhöhung der Verkehrssicherheit. Dabei ging es in den Referaten und Diskussionsbeiträgen und in den vier Workshops vor allem darum, die verkehrspolitischen Entwicklungen und Herausforderungen für die europäische Verkehrssicherheitsarbeit im Hinblick auf folgende Themen zu beleuchten: "Verkehrssicherheit Junger Fahrer", - Das "Auto der Zukunft", - "Demographischer Wandel", - "Landstraßensicherheit". Den Grundsatzreferaten folgten vertiefte Bearbeitungen in den Workshops. Die CD-ROM dokumentiert die Grußworte, Referate und Diskussionsbeiträge.
Das Unfallrisiko junger Fahrer - Bestandsaufnahme und Überlegungen zu wirksamen Gegenmaßnahmen

Junge Fahrer - vor allem männlichen Geschlechts - haben ein überdurchschnittlich hohes Unfallrisiko. Der Straßenverkehrsunfall ist Todesursache Nummer eins für Jugendliche. Sie haben unter der Bevölkerung den größten Anteil an verlorenen Lebensjahren. Besonders gefährdet sind Motorradfahrer. An Wochenenden und nachts ist die Unfallwahrscheinlichkeit und -häufigkeit extrem. Auch in Ländern, die hohe Anstrengungen unternehmen, um die Sicherheit im Straßenverkehr zu erhöhen und insgesamt erfolgreich sind, zeigt sich, dass die 18- bis 24-Jährigen häufiger verunfallen als die übrigen Verkehrsteilnehmer und schwerere Folgen davontragen. Die jugendliche Persönlichkeit hat einen prädominanten Einfluss auf das Fahrverhalten. Hintergründe dafür sind die hohe Risikobereitschaft, das Spannungs- und Reizbedürfnis, der Wunsch, Grenzen auszuloten sowie Gruppeneinflüsse oder Renommierverhalten. Daneben spielt allerdings auch die geringe Erfahrung eine Rolle, die zu dreierlei Problemen führen kann: - Neulenker sehen oft die Gefahr nicht, in welcher sie sich befinden, oder - sie unterschätzen die wahrgenommene Gefahr,oder - sie ueberschätzen ihre Fahrkunst und glauben, die Gefahr meistern zu können. In den letzten Jahren wurden in verschiedenen Ländern jedoch auch Fortschritte erzielt. Empfehlenswerte Maßnahmen ergeben sich bei der Ausbildung, wo neue Methoden angewandt werden, eine zweite Phase eingeführt wurde, spezielle Kampagnen konzipiert werden oder fahrzeugtechnische Modifikationen veranlasst wurden. Auch die Nachschulung für junge Lenker, wo nötig, zeitigt Wirkung. Weitere Anstrengungen sind je nach Land oder Region notwendig, insbesondere hinsichtlich der Hauptursachen für schwere Unfälle: Geschwindigkeit, Alkohol und Nicht-Anlegen des Sicherheitsgurtes. Hier lassen sich besondere Maßnahmen für Neulenker vorsehen. Daneben müssen gesellschaftliche Einflüsse, etwa die Wirkung der Automobilwerbung und -berichterstattung auf Jugendliche, berücksichtigt werden.
Over 3,814 young drivers died in European Countries in 2004. Based on the recent OECD study: "Young drivers: the road to safety" (OECD, 2006), this paper addresses the question of the factors contributing to this high risk, and it draws together the experiences of many countries in reducing this risk. The comparisons across countries show that young driver safety is related to the quality of the traffic system. Safe countries have also safe young drivers, demonstrating that raising general safety levels is beneficial for young novice drivers. The analysis of the developments over time reveals that young males in contrast to young females have not benefited enough from the latest safety measures, indicating the need for a better understanding of the nature of the young male driver accident proneness. Although, recent studies on brain development indicate that youngsters may not be sufficiently physiologically matured to handle complex and dangerous tasks such as car driving, crash patterns indicate that enhanced driving experience may have protective effects.
